CPN Warns Against Unregulated Child ‘Management’ in Kawa’s Case

The Child Protection Network (CPN) in Plateau State has expressed deep concern over the public handling of a five-year-old girl, Bethel, fondly known as Kawa, whose image and identity were recently circulated online by a woman claiming to be her “manager.”

In a statement issued in Jos on Friday, CPN condemned what it described as a breach of multiple child protection principles and cautioned against individuals or groups assuming authority over children without legal custody.

According to the statement signed by the Plateau State Coordinator of the network, Mrs. Sandra Chikan, the said “manager” acted without legal custody or guardianship and failed to follow standard child protection procedures.

The child was exposed to public scrutiny via social media where a page was created in her name and promoted for attention.

This situation constitutes a serious child protection violation on multiple grounds,” the statement read. “Posting a child online without parental or guardian consent undermines her rights and exposes her to risks of grooming, abuse, and trafficking.”

The network raised further concerns regarding the absence of legal authority, possible elements of child labour and exploitation, and a clear breach of the principle of the child’s best interest.

CPN said that regardless of the stated intentions, such exposure can amount to using the child for social or financial gain, and called for immediate safeguards to be put in place for Kawa.

The Ministry of Women Affairs should urgently assign a certified case manager and convene a case conference to develop a proper care plan for the child, including appropriate follow-up,” the group urged.

The statement further warned that “individuals or groups without legal custody must not assume authority over children under the guise of ‘management’ or ‘assistance’.

The network also called on social media platforms to be proactive in reviewing and removing exploitative content involving children, and encouraged members of the public to report suspected cases of child abuse or exploitation both online and offline.“

Government must continue to prioritize the empowerment and support of vulnerable families to prevent the exploitation of their children,” it added.

CPN reiterated that it strongly condemns any form of child exploitation and affirmed that assisting a child must never translate into managing or showcasing them for personal benefit.

Every child deserves safety, dignity, and the freedom to enjoy their childhood. We call on all stakeholders, authorities, and the public to act decisively to protect Kawa and to work with us to strengthen child protection systems across the state,” the statement concluded.
